Katrina and Rita
to the safety-net
system that served
the uninsured
of New Orleans. To
address the ongoing
need to expand
access to the
population, COLLAH
contracted with
Lewin to develop
a comprehensive
proposal in October
2007. COLLAH
proposes a hybrid
plan that would
create a sustainable
mechanism to
finance and offer
health coverage
to 80,000 low-income
uninsured adults
in the area through
a pilot. Details
